Why do many sellers' GCC certifications get invalidated during eFiling and lead to customs clearance failures? The core reason is misunderstanding the issuing entity of the GCC. Most sellers mistakenly believe that GCC is a certification document issued by a testing agency, and that payment alone ensures clearance—this is a serious misconception that violates U.S. federal regulations.

According to the official statutory regulation 16 CFR Part 1110, GCC is a legally binding self-compliance declaration for U.S. domestic importers or manufacturers, possessing exclusive legal validity. Third-party organizations may only provide supporting services such as compliance testing, issuance of English-language reports, and assistance with filing data preparation.

1.Precise Definition of Legal Rights and Responsibilities (Original text of 16 CFR 1110 available for reference) 


GCC Authorized Issuer: Only U.S.-based manufacturers and U.S. importers are authorized to issue this compliance commitment, as required by law; domestic sellers and third-party organizations do not have the authority to issue it. 


Core seller risks: GCCs with institutional proxy signing, template-based certification, or no genuine U.S. entity will be 100% deemed invalid during digital verification in the eFiling system, and all customs clearance, claims, and penalty risks shall be borne solely by the domestic exporter.

2.eFiling Mandatory 7 Required Fields (Submission will be rejected if any one is missing) 


According to the 2026 CPSC electronic reporting data specifications, a valid GCC must fully complete seven structured statutory information categories: 


  • Product model number and unique batch code, 


  • Precisely aligned with the 16 CFR regulations, 


  • U.S. side issues complete business information of the company, 


  • Test the custodian's valid contact information, 


  • Place of origin and production date 


  • Test time and laboratory information, 


  • Complete batch traceability instructions. 


The system does not accept generic templates, blank fields, or vague language.
